The Verkhovna Rada of Ukraine approved in the second reading the bill № 2359-1, which envisages granting a remission of VAT taxation to operations on transfer of the property needed for natural gas transportation to the new gas transmission system operator (GTS). The bill was backed by 328 lawmakers.
At present, the said property is state-owned as part of gas pipelines and other facilities used for gas transportation and the operation of the GTS operator.
The bill allows to complete the unbundling of Naftogaz of Ukraine according to the requirements of the EU’s Third Energy Package.
According to Naftogaz's unbundling plan, the new operator of the GTS will be LLC "Operator of the gas transportation system of Ukraine" (OGTSU). The Government has transferred OGTSU into ownership of the Main Gas Pipelines of Ukraine (MGPU),100% of which shares are delegated to the Ministry of Finance of Ukraine.
The new operator, to which the state will submit the management of the GTS for a period of 15 years, will be fully functional from January 1, 2020.
