    President of Ukraine Volodymyr Zelenskyy, Prime Minister of Ukraine Oleksiy Honcharuk and Ministry of Digital Transformation of Ukraine presented Diia (Action) mobile application. A digital driver's license and vehicle registration certificate are already available in the app.

    "Diia app is the start of shaping ‘A state in the smartphone’. This is what we dreamed of: to make the State effective, almost imperceptible, and to ensure the State makes no hurdles instead is a convenient service. Ukrainians will no longer have to spend time and nerves in endless queues for administrative services," Oleksiy Honcharuk stated.

    The Prime Minister added that the Government's goal is to ensure 100% digitizing public services over 3 years and 50 basic services- already in 2020.

    Moreover, digitalization of public services which is the largest share  80% of all services will be held already this year. The issues at stake are the registration of self-employed individuals, legal entities, E-malyatko program, services for carriers and builders, as well as services for car owners.

    "Today is a historic day for Ukraine because ‘A state in the smartphone’ began to function. For us, it is a point of no return to the outdated principles of interaction between the state and citizens and to unnecessary bureaucracy. I hope that millions of Ukrainians will become active users of Diia app and in their own experience will be able to appreciate the full benefits of the application," Deputy Prime Minister, Minister of Digital Transformation of Ukraine Mykhailo Fedorov stressed.

    He added that Ukraine is the fourth country in Europe to launch digital driver’s license and vehicle registration certificates: "We will be the second country in the world to give a green light to a digital passport. I believe that Ukraine will soon be known in the world as one of the countries that have achieved the greatest success in digital transformation."

    According to the PM, digitization is also the eradication of a large number of corruption factors.

    For example, E-cabinet of tenant builder and the transport portal started operating last year. "Thousands of Ukrainians have already experienced the benefits of truly convenient public services free of bureaucracy and corruption. Earlier, people received more than 50% of refusals for building permits, now this percentage makes up 0% in e-cabinet of developer", Oleksiy Honcharuk added.

    According to the Head of Government, the guarantee that the digitalization of public services will cover the whole of Ukraine will be the establishment of responsible persons for the implementation of digital transformation at all levels of government: from the Ministry to the district administration (CDTO - Chief digital transformation officer). The Cabinet of Ministers will support the necessary resolution at an upcoming Government meeting.

    The availability of online services encompasses also knowing how to use such services that is why the Government is launching a national digital literacy program, which should reach 6 million Ukrainians in 3 years.
