e-Notary launched: notaries can now join testing the next-generation ecosystem

Ministry of Digital Transformation of Ukraine, posted 02 September 2025 15:49

Starting tomorrow, all notaries can begin testing e-Notary, a new electronic ecosystem that integrates all notarial registers into a single, secure, next-generation platform, transforming traditional notary services into a modern, efficient service. The first notarial services for citizens will be available on Diia in 2026.

Notarial services are typically among the most conservative and tightly regulated in any country, even in nations leading in digitalisation. The launch of e-Notary is yet another signal to the world that Ukraine is among the leaders in digital transformation.

e-Notary offers:

  • A unified and user-friendly interface for all registers;
  • Secure documents with QR codes for instant verification;
  • Rapid data exchange between registers and databases;
  • Registration of every notarial action;
  • Automated data transfer across key registers.

With e-Notary, notaries’ work will become faster, and the risk of accidental errors in documents will be minimised. Thanks to full integration with Diia, every Ukrainian – whether in Ukraine or abroad – will be able to access key notarial services online, saving time and money while eliminating unnecessary travel and queueing.

Notaries are invited to explore e-Notary and learn how to join the beta testing at https://e-notariat.minjust.gov.ua/

e-Notary is being implemented by the Ministry of Justice of Ukraine and the State Enterprise “National Information Systems” in collaboration with the Ministry of Digital Transformation of Ukraine and Diia, with support from the Swiss-Ukrainian EGAP programme, implemented by the East Europe Foundation.
