PlayCity launches tender for development of state online monitoring system for gambling industry

Ukraine’s state agency PlayCity is launching a tender for the development of a State Online Monitoring System for the gambling industry.

The State Online Monitoring System will be a cornerstone of gambling industry reform, aiming to make the market more transparent, controlled, and accountable to both the state and society.

IT companies with experience in delivering complex digital solutions are invited to participate in the tender.

The system will enable:

  • Real-time tracking of financial flows and operators’ gross revenue;
  • Recording data from gaming equipment without collecting players’ personal information (except in specific cases required by law);
  • Monitoring the overall payout percentage of gaming machines;
  • Ensuring the accuracy, completeness, and integrity of all industry-related data;
  • Automatically creating backup copies of data.

Additionally, the State Online Monitoring System will integrate gambling industry registers, enabling real-time verification of information about gambling operators and ensuring data accuracy.

The system is set to be operational by the end of this year.

The system’s implementation will ensure full tax compliance, guarantee operators adhere to regulations, and strengthen protections for players’ rights.
