    The smooth start of the heating season and the delivery of heat to the households is a direct responsibility of each particular local authority. The Head of Government said this during A Question Time for the Government at the Verkhovna Rada.

    He stressed that preparations for the heating season should take place immediately after the end of the previous period. Moreover, the Government has, for its part, fully provided a resource base - country has sufficient gas reserves in its underground storages.

    "Within the framework of the decentralization we have transferred $4 billion to local budgets. This is enough to hold the timely preparation, to repay the previous debts", Volodymyr Groysman said. "On October, the Government  has already endorsed a decision to start the heating season."

    The Head of Government stressed that there are currently no obligations for any prepayments for energy resources. Instead, there is a subsidy program that protects people for whom utilities payments are expensive. There are also possibilities for restructuring energy debt.

    "But some mayors neglect their duty to protect the interests of people and  shift this responsibility to the Government.  All the cities are on an equal footing, however the heating season has started in 95% of cities,  but 5% of cities did not start the heating season.  Thus, there are problems - including in management," the Prime Minister underscored.
