Prime Minister pushes for amendments to the Constitution of Ukraine and consolidation of the right of communities to amalgamate and develop the territories

Prime Minister of Ukraine Volodymyr Groysman advocates introducing amendments to the Constitution of Ukraine, which would finally establish the right of the communities to unite and determine the development of territories. The Head of Government said during a meeting devoted to a decentralization reform in Ukraine.

"Now we need a new instrument to prolong decentralization. We need to update the Concept of Local Governance Reform approved in 2014. And our mission is to be the initiator of the process of changes to the Constitution in terms of distribution of powers, subsidiarity, etc.", stressed the Prime Minister.

The Head of Government proposed to establish a working group, which, within a month, would work out a list of issues that need to be addressed within the framework of strengthening decentralization. Among those are an update of the Concept of Local Governance Reform, the development of amendments to the Constitution and other laws, and the drafting of new acts of the Cabinet of Ministers.

"I will spare no effort to ensure that nobody dares to block the process of reform", said Volodymyr Groysman. "We need to consolidate decentralization in the Constitution, so that nobody has the desire to stop the change. Decentralization is a reform that people perceive, people are struggling for. In 2014, I have secured leadership in implementing the reform. And I am committed to provide it now."
