On March 3, a sitting of the Cabinet of Ministers of Ukraine dedicated to one year of the Government's activities took place. During his introductory speech, Prime Minister Denys Shmyhal presented a chronology of significant and important decisions and achievements that the Government has managed to implement during the year of its work.
Denys Shmyhal stressed that at the first meeting of the Government a decision had been made to repay the arrears of salaries to miners. And exactly a week after the start of work, the Government introduced quarantine in Ukraine.
"During March, we tightened restrictions - and there was a lot of criticism. But now we can say clearly: that quarantine saved the country from the "Italian scenario" and saved the lives of thousands of our people. And most importantly, the Government has been given time to "revive" our medical system. Reconstruction of the country's anti-epidemic system started from scratch," the Head of Government stressed.
The Prime Minister noted that a system of laboratories had been developed and effective treatment protocols introduced.
According to Denys Shmyhal, in April, ministers forwent bonuses, and the proposed "emergency" budget contained a reduced spending on Gov’t officials.
"The Government has introduced permanent pension supplements of UAH 500 for people aged over 80. Payments worth UAH 2,000 per child per month were introduced to families of sole proprietors who suspended their activities due to quarantine restrictions," the Head of Government noted.
Meanwhile, the Prime Minister added, indexation was carried out for more than 8 million retirees. At the initiative of the President of Ukraine, one-time payments of UAH 1,000 were made. According to the Head of Government, for the first time in Ukraine a partial unemployment program was launched, thereby having saved over 500,000 jobs.
Denys Shmyhal noted that the Diia portal had been launched in April, with 50 electronic services appearing during a year of operation, and 3,000 villages and at least 6,000 social infrastructure facilities were connected to high-speed Internet in 2020. According to the Prime Minister, about 6 million people have access to 4G Internet.
"In May and June, we made significant changes to the" 5-7-9 "program. After the restart of the President's program, in six months, loans worth UAH 20 billion were issued for almost 9,000 businesses. Small and medium-sized businesses have gained access to "cheap money", the Prime Minister accentuated.
One of the critical stimulating tools for business, according to Denys Shmyhal, was also the launch by the Government of a portfolio guarantee program for SMEs, when the state guarantees up to 80% of the body of credit to the bank.
The Prime Minister stressed that in June NATO had recognized Ukraine as an Enhanced Opportunities Partner. Also, for the first time during the independence years, as Denys Shmyhal told, the state will buy three new Ukrainian An-178 aircraft for the Ukrainian army from the Antonov enterprise.
"We are also the first government to effectively implement a public-private partnership project in the field of infrastructure. In August, the concession of the Olvia Seaport took place. Prior to that, another successful concession of the port of Kherson was held," said the Prime Minister.
The year of 2020, according to the Prime Minister, was landmark for the first stage of decentralization reform. He noted that 136 enlarged districts had been created and transparent local elections had been held on a new administrative-territorial basis.
"The minimum wage was increased to 5,000 hryvnias. And since January 1 of this year there was another increase up to 6,000 hryvnias. This has significantly boosted consumer demand and helped establish better social standards for people," stressed Denys Shmyhal.
The Head of Government highlighted that the Government in synergy with the Ministry of Social Policy had developed a strategy for the introduction of an accumulative pension system, and from 2021 payments to teachers had been increased by almost 20%.
"In total, in 2021, teachers' salaries will actually increase by 30%. The Government has also set a 30% increase in payments to all doctors," the Prime Minister stressed.
The PM noted that as of December, the construction, repair and reconstruction of 114 schools, 100 kindergartens and 101 sports facilities had been completed under the program of the President of Ukraine "Great Construction".
"Also, as a result of the year, within the framework of the program there have been repaired a record number of roads - almost 6.5 thousand kilometers. According to the NBU, the effect of investments in infrastructure amounted to 1.5% of GDP," said Denys Shmyhal.
According to the Prime Minister, significant changes have also been made in the direction of housing accessibility, in particular, mortgage lending at 7% has triggered.
In addition, Denys Shmyhal stressed that the vaccination campaign against COVID-19 had begun in February.
"As we promised, all Ukrainians will be provided with high-quality and safe vaccines in full. An effective vaccine from AstraZeneca has arrived in Ukraine. We expect Pfizer in the near future. The total contractual arrangements have reached almost 30 million doses," said the Prime Minister.
