  • Prime Minister: The formation of regional development strategies is important element of the country’s development and dialogue between government and local authorities

    The formation of regional development strategies that would encapsulate the fundamental directions of the reforms and best practices in the management of the territories is an integral part in the country’s development, in shaping of the agenda for the dialogue between government and localauthorities, and in meeting the two tough targets on creating a favorable environment for economic growth and in transforming progresses into well-being of citizens. This statement was delivered by Prime Minister of Ukraine Volodymyr Groysman during the XIV Ukrainian Municipal Forum.

    "The existence of a clear strategy is a crucial element in our joint cooperation, Volodymyr Groysman stressed. For years, the local self-governments  did not have sufficient powers and resources. But if we analyze the situation from 2006 to 2018, we will see that enormous progress in terms of opportunities and resources of local authorities had been achieved. This gives impetus to new tasks and responsibilities".

    The Head of Government stressed that at present there is a good dynamics of growth of local budgets, while there is a balance between state and local budgets. That is why it's time to talk about how to boost available resources, to use effectively financial instruments, to create an attractive investment climate for honest business, which forms the basis for the creation of  legitimate businesses and jobs. "The core objective is to develop a local economy and to ensure that citizens have decent jobs and standards of living," the Prime Minister emphasized.

    The key things, according to Volodymyr Groysman, people expect from the authorities, primarily from local authorities, are good quality education, medicine, infrastructure, energy efficiency, and cultural development. "All that concerns the interests of  citizens must be built by your hands. Therefore, development strategies should not be shaped artificially, but inclusive by taking into account needs of communities", the Head of Government added.

    Volodymyr Groysman recalled that the country is entering the electoral period, including at the local level. "I want each of you  to achieve a good outcome and to get a mandate for a new term. If authorities are elected for the second term, thus they can provide sustainable and efficient results, the Prime Minister said. - We have  managemental experience as well as we have interesting practices in governing of consolidated communities. Thus, creation of tools for dialogue with the community is of predominant importance".

    The Prime Minister assured that within 3-5 years Ukraine has every chance to build a strong economy with a well-developed infrastructure. And this can be achieved through a direct dialogue between the central and local governments. " I am an unwavering supporter of local authorities. And our success should be converted into the well-being of citizens", the Head of Government underscored.
