Constructive discussions on the draft budget for 2019, further decentralization and deregulation initiatives and the provision of innovative economic development are key topics included in the new Parliamentary session, which began in September. Prime Minister of Ukraine Volodymyr Groysman told during the Forum "Total Mobilization: Joint Plan of Action". The event was part of a series of public discussions on reforms and the process of elaboration of an action plan for the authorities and the society for the following year.
The Head of Government stressed that the elections will undoubtedly influence the quality of decisions that will be offered in the coming months. And the risk of populism to jeopardize the situation within the country is intrinsic. That is why the topmost objective of the Government, the Parliament and the public is to ensure stability and further economic growth through a dialogue.
The first point of such a dialogue is further decentralization as the basis for changes within the state. "I am alarmed of the decision to suspend the ballot. I think those are temporary difficulties. I wouldn’t doubt that. But those difficulties will have to be stemmed and the process of election to the CC unlocked", stressed Volodymyr Groysman.
Meanwhile, in his opinion, attention should be paid to community development, which takes into account the issues of governance in local government bodies, planning of territories, the issue of the administrative organization, provision of subventions for the development of amalgamated communities.
"It is crucial to provide and support further growth. The economy sends good growth messages. It is not yet sufficient to provide systemic transformations, but the situation is rather optimistic", the Head of Government noted.
The PM said that among the factors curbing growth are to a large extent the existing risks, first of all, accumulated debts back in 2005-2013. "Now we must maintain the marginal deficit (of the budget) within tolerable limits so that not to build up debts, but, on the contrary, to reduce them, as well as to contain inflation", highlighted Volodymyr Groysman.
Nevertheless, the focus of the Government's activities is protecting rights of entrepreneurs, including through the further implementation of the Stop Mask Show Law initiatives, the reforming of regulatory bodies towards strengthening their responsibility to the society, promoting innovation through the support of start-ups and the development of industrial parks.
"We shall prolong deregulation. We have implemented 6 stages, canceled 760 outdated regulations, which hindered development of entrepreneurship", highlighted Volodymyr Groysman. "In terms of joint work with the Parliament - the introduction of a single account for payment taxes, the use of electronic checks, the processing of concession mechanisms, and the continuation of small privatization through ProZorro.
"My position is firm, I embark on concrete steps that will make Ukraine stronger", summed up Volodymyr Groysman.
