Communities affected by the war to receive more than 60 additional distributed generation facilities as part of cooperation with GIZ

The Ministry for Communities and Territories Development is expanding its cooperation with the German Agency for International Cooperation (GIZ) GmbH to support communities affected by the war.

As part of the EMPOWER project, an additional emergency component of the Resilient Power Initiative has been launched, which provides for the supply of equipment for the development of a distributed generation system worth EUR 25 million.

As part of the initiative, Ukrainian communities will receive:

  • 33 cogeneration units with a capacity of 0.5 to 1.6 MW;
  • 17 block-modular boiler rooms with a capacity of 1 to 4 MW;
  • 12 mobile modular boiler rooms on chassis with a capacity of 1 and 2 MW for rapid response in case of damage to critical infrastructure.

GIZ's support is extremely valuable because it really helps to strengthen the resilience of these territories and support the people who live there," said Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine.

Such equipment is critical for getting through the autumn and winter period, especially in communities that are constantly under attack and at risk of losing stable heat supply.

A working meeting with representatives of GIZ was recently held at the Ministry for Communities and Territories Development, where the parties discussed the progress of procurement, agreed on plans for the supply of equipment and outlined the approximate delivery dates to communities. According to the agreements, the first batch of equipment will be delivered to the designated communities at the end of January 2026.

The Ministry is working with international partners to support Ukrainian communities, ensure the functioning of hospitals, schools and other social facilities, and quickly restore heat and light in the event of infrastructure damage.

International donors have already delivered hundreds of pieces of equipment to Ukraine: 377 cogeneration units, 294 modular boiler rooms and 10 gas turbine units. Some of them are already in operation, while the rest are in the process of being installed or connected. Between January and November 2025, equipment with a total electrical and thermal capacity of over 115 MW was put into operation.

At the initiative of the Ministry for Communities and Territories Development, the Government recently adopted important decisions aimed at developing distributed generation and removing unnecessary bureaucratic barriers. In particular, procedures for installing cogeneration plants, modular boiler rooms, gas and diesel generators, and energy storage systems have been simplified.
