More than 2,300 Ukrainians received housing in 2025 thanks to state-sponsored preferential lending programmes

In 2025, more than 2,300 Ukrainians were provided with housing under national preferential mortgage lending programmes and a number of regional housing programmes. The Ministry for Communities and Territories Development of Ukraine is systematically developing tools to support housing solutions, in particular, preferential mortgages for internally displaced persons and financing for social housing in communities.

The most effective program has been the preferential lending programme for internally displaced persons. More than 740 families, including 40 families of military personnel, were able to purchase their own homes for a total of more than UAH 1.34 billion.

In particular, the Housing for IDPs programme, implemented by the State Youth Housing Agency in cooperation with the Ministry for Communities and Territories Development, offers some of the most favorable mortgage terms in Ukraine: a fixed rate of 3% per annum, a loan term of up to 30 years, and a minimum down payment starting from 6% of the property’s value.

Demand for participation in the program remains consistently high. Last year, more than 7,000 people applied to participate. Candidates were selected through an open random procedure. Random computer sampling is used to determine which applicants are eligible for preferential lending. After verification of compliance with the requirements and financial capacity, the list of potential borrowers is constantly updated.

This stage of the programme is financed by the Council of Europe Development Bank, which provided EUR 50 million in accordance with an agreement signed with the Ministry for Communities and Territories Development

In total, loans worth over UAH 2 billion were issued under all programmes in 2025. The average loan amount was UAH 2.2 million, the average area of purchased housing was 61.6 square meters, and the average cost per square meter was UAH 42,200.

An important mechanism for the sustainability of the programmes is the revolving fund, as the proceeds from previously issued loans are used to finance new borrowers. This allows for the continuous expansion of the programmes' coverage and helps new families obtain housing.

“We are working systematically with international partners to broaden the range of support tools and give as many internally displaced families as possible the opportunity to obtain their own housing. Last year, we reached agreements on the launch of a new project, Housing for IDPs, together with the International Organization for Migration and the State Fund for the Promotion of Youth Housing Construction (Derzhmolodzhytlo). An additional EUR 33 million from the IOM will allow about 600 families to take advantage of preferential mortgages. At the same time, together with the German bank KfW, we plan to raise another EUR 75 million to continue the program and provide housing for more than 2,000 IDP families. Supporting people who have lost their homes due to the war has been and remains one of the state's key priorities," said Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities and Territories Development, Oleksii Kuleba.

A separate area of focus remains the development of social housing rentals for people who have suffered from the russian federation's armed aggression. Currently, Derzhmolodzhytlo manages 60 apartments provided under this mechanism. At the same time, work continues on the expanding cooperation between the International Organization for Migration, Derzhmolodzhytlo, and the Ukrainian Social Investment Fund on the implementation of new social housing projects in communities.
