  • Enhancing public trust in civil service is overriding task of PAR, says Olexandr Saienko

    One of the most overriding tasks of public administration reform (PAR) in Ukraine is to increase public confidence in the civil service. This was announced by Minister of the Cabinet of Ministers of Ukraine Olexandr Saienko during a meeting of the board of the the National Agency of Ukraine for Civil Service, where a report on the Agency's work in 2018 was presented.

    "We are changing the situation. Earlier, civil servant was perceived as an obstacle to reform. Now, civil servant has to become the leader of changes", Olexandr Saienko stressed.

    The Minister outlined  attraction of the best professionals to the new civil service positions due to the updated competition procedure, raising the requirements and launching the modern vacancy portal career.gov.ua, where you can submit your documents for the first time online as striking results of the PAR.

    "In 2019, we will focus, in particular, on improving the competitive procedure, modernizing the portal of vacancies and expanding its capabilities", the Minister added.

    Olexandr Saienko placed a special emphasis on this year’s important task designed to improve the quality of work of civil servants,  issue of compliance with civil service law and he recalled  that in 2018 performance evaluation of civil servants on the basis of key performance indicators was introduced for the first time.

    "Effective governance is one of the main priorities for the Government and civil service reform is an important part of this year's plan of action", the Minister of the Cabinet of Ministers underscored.
