Entrepreneurs received 14,800 concessional loans totalling UAH 46.5 billion since the start of the year under the Affordable Loans at 5-7-9% programme
Since the beginning of 2025, businesses have received 14,803 concessional loans under the Affordable Loans at 5-7-9% programme, totalling UAH 46.5 billion. Since the programme’s launch in February 2020, businesses have secured 119,300 loans amounting to UAH 412.5 billion. Last week, Ukrainian entrepreneurs obtained 833 concessional loans worth UAH 2.2 billion.
“Maintaining targeted concessional interest rates for businesses under the Affordable Loans at 5-7-9% programme remains a priority of the state’s economic policy. Through this, the Government supports the development of the real economy sector. Banks primarily provide loans to entrepreneurs for investment purposes, the development of processing industries, and supporting businesses in high-risk war zones,” stated Deputy Minister of Economy Andrii Teliupa.
Since the start of the year, the programme has seen the highest loan allocations in the following areas:
- UAH 13.0 billion for processing industries;
- UAH 11.8 billion for investment loans;
- UAH 10.5 billion for lending in high-risk war zones.
The most frequently financed enterprises operate in the processing industry, agriculture, and wholesale and retail trade.
Among the regions, the leaders in terms of loan agreement amounts are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, and Poltava regions, as well as the city of Kyiv.
Currently, 46 banks participate in the programme, with the largest number of loans since its inception issued by PrivatBank (55,400), Oschadbank (18,200), and Ukrgasbank (6,500).
Background
The Affordable Loans at 5-7-9% programme is a component of the Made in Ukraine policy to support Ukrainian manufacturers and aims to stimulate micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensations or guarantees.
The programme is implemented through the Business Development Fund and authorised banks.
