Partnership with Korea opens new opportunities for community development and transport modernization: Oleksii Kuleba
Deputy Prime Minister for Restoration – Minister for Communities and Territories Development of Ukraine Oleksii Kuleba had a phone call with Deputy Prime Minister – Minister of Economy and Finance of South Korea Koo Yun Cheol.
The discussion focused on cooperation within the framework of the Economic Development Cooperation Fund (EDCF). Ukraine has already submitted an official request for concessional financing to purchase 20 high-speed electric trains of Korean production. This will be the largest economic project in Ukraine-Korea relations and will mark a new stage in the modernization of Ukrainian railways. The project involves holding an open and transparent tender among all leading Korean manufacturers, which is crucial for efficiency and trust.
"We are grateful to the Government and businesses of the Republic of Korea for their support of Ukraine. This is extremely valuable to us. Korea has unique experience in reconstruction and modernization, and this experience forms the foundation of our partnership. Together, we will create modern and safe infrastructure that will ensure development of communities and strengthen Ukraine," emphasized Oleksii Kuleba.
The parties also discussed the launch of new mechanisms to provide Ukrainian communities with heavy machinery for infrastructure restoration, such as excavators, tractors, cranes, and other equipment. One proposal is the creation of a Ukrainian International Leasing Company in collaboration with Korean partners.
Another key area is cooperation within the framework of official development assistance. Currently, six joint projects are underway, with about thirteen more in preparation. These include the construction of a Railway Traffic Management Center, modernization and support of Ukrainian aviation, and the establishment of a training center for heavy construction equipment in Zhytomyr. These projects enhance transport, aviation, and logistics infrastructure and build a modern system for training personnel for the country’s reconstruction.
