Ministry of Finance: In August, entrepreneurs received 498 loans worth nearly UAH 2 bn guaranteed by the state on a portfolio basis
Within the framework of support for micro, small, and medium-sized businesses in Ukraine, since the introduction of state guarantees on a portfolio basis in December 2020, 49,787 loans totaling UAH 161.9 billion have been issued.
During the period of martial law, 44,637 such loans amounting to UAH 151.4 billion have been issued.
In August, entrepreneurs received 498 loans worth over UAH 1.9 billion, with the state-guaranteed portion of the principal debt obligations exceeding UAH 1.1 billion.
As of September 1, 2025, 28 creditor banks are servicing 23,067 loans totaling UAH 79.8 billion. The principal debt obligations partially secured by state guarantees on a portfolio basis amount to approximately UAH 36.5 billion. This represents 71% of the total limit of provided guarantees (UAH 51.7 billion).
The largest volume of such loans is serviced in Kyiv – 2,751 loans totaling UAH 10.6 billion, as well as in the following regions:
- Dnipropetrovsk region – 1,969 loans for UAH 6.3 billion;
- Lviv region – 1,816 loans for UAH 6 billion;
- Kharkiv region – 912 loans for UAH 5.4 billion;
- Kyiv region – 1,546 loans for UAH 5.1 billion;
- Odesa region – 1,464 loans for UAH 4.3 billion.
By types of economic activity, the largest number of loans partially secured by state guarantees on a portfolio basis are serviced in the following sectors:
- Agriculture – 4,676 loans totaling UAH 28.6 billion;
- Manufacturing – 4,722 loans for UAH 22.9 billion;
- Wholesale and retail trade, repair of motor vehicles – 9,644 loans for UAH 20.3 billion;
- Transportation, warehousing, postal and courier activities – 1,191 loans for UAH 2.5 billion;
- Construction – 753 loans for UAH 1.9 billion.
