At present, almost 33,000 apartment buildings amalgamated in condominium associations have started implementing energy efficiency measures. In parallel, condominium associations put into practice innovative solutions for the implementation of the Law "On Housing and Communal Services". This was announced by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko at a meeting of the National Council of Condominium Associations.
"The key laws adopted in 2017 and being implemented in 2018 should strengthen the implementation of energy efficiency, inter-municipal programs and, most importantly, management of condominium associations. And management, it's primarily accounting. At present, work is underway to install heat meters. We are working on issues of increasing the implementation of water supply accounting together with line ministries, utility companies and municipalities. This will reduce both the heat loss inside of the buildings and the burden on utilities," Hennadii Zubko stressed.
He also said that the first 10 condominium associations will be tested in line with all procedures of the Energy Efficiency Fund. These associations will be the pioneering projects of cooperation with the Energy Efficiency Fund. These are different projects from different regions, differing in a number of co-owners, square meters, and subsidies. As a result, improved procedures will be obtained, ranging from energy audit and ending directly with the introduction of energy efficient measures.
The Vice Prime Minister emphasized that starting from January 1, 2019 monetization of subsidies is to be kicked off. This means that the condominium associations will no longer be dependent on the recipients of the subsidies living in a condominium. The state funds will be allocated to the account of a particular housing cooperative that will pay for each given housing and communal service by themselves.
