2020 is the year of the "Great Construction" and infrastructure modernization of Ukraine. In each region, heads of Regional State Administration (RSA) bear responsibility for the timely start and implementation of the Great Construction project. Prime Minister Oleksiy Honcharuk issued this statement during a conference call with the leadership of the RSA.

“The President's "Great Construction" program kicks off from 1 March. We begin large-scale construction and major overhaul of schools, kindergartens, hospital admissions units, stadiums and roads across the country. On the part of the Government, we will provide the regions with everything necessary for timely start of construction. The key task of heads of RSAs is timely coordination of activities with line ministries and agencies and coordination of work at the local level,” said Oleksiy Honcharuk.

The PM explained that the basic pillars of the Great Construction program are very simple.

Each region must agree with the Ministry of Communities and Territories Development of Ukraine the list of objects the region plans to build or repair during the year. By February 14, all regions have to agree on a list of construction sites with the said Ministry within the framework of the State Fund for Regional Development, which for many is the main source of funding.

Separately, regions also have to agree with the State Road Agency of Ukraine (Ukravtodor) the list of roads they plan to build within the Road Fund. Roads to hub schools and hospitals are in focus .

Of all the regions that had to submit these documents to Ukravtodor by February 1, only six have already agreed a list of roads. Another 13 plans of regions are being agreed on.

The other six regions have not yet submitted any documents to Ukravtodor and do not have clear plans regarding which roads they need to repair.

The Head of Government added that each head of the RSA is to have a concrete plan of the region containing a list of all objects and roads to them next week. These plans will be presented by the leadership of  RSA next week in Kyiv at the Government sitting.
