Prime Minister of Ukraine Oleksiy Honcharuk has suspended Serhii Dubich from duties of first deputy head of the State Service for Geodesy, Cartography and Cadastre (State GeoCadastre) in Rivne region for the acts of corruption in the department. The Prime Minister also commissioned an investigation into the actions of Serhii Dubich.
Besides, Oleksiy Honcharuk gave a commission to complete the creation of a modern digital model of the territory of Ukraine by the end of 2020. The Prime Minister set the relevant task at a meeting with the heads of the regional branches of the State GeoCadastre and the central staff members.
“I commission to carry out all the activities in a timely manner and complete the creation of a modern digital model of the territory of Ukraine by the end of 2020. The Land Cadastre should be 100% filled next year,” the Prime Minister addressed the meeting’s participants.
The Head of Government also checked the fulfillment of the tasks set for restarting the State GeoCadastre and gave new commissions for reforming the industry.
In particular, the participants told that the process of integration of natural resources with the State Land Cadastre, under the commission given by the Prime Minister in September, had already been launched. And this year it is planned to add 1 million hectares of land to the cadastre.
The Prime Minister tasked with conducting inventory of all land (including 10 million hectares of state-owned agricultural land) by August 1, 2020 and entering data into the Cadastre.
As for the previously set task to ensure transparency and publicize the decisions of the territorial bodies of the State GeoCadastre, Oleksiy Honcharuk emphasized: "I repeat - every Ukrainian citizen should have unhindered access to full information related to natural resources and land."
Moreover, he stressed on the importance of establishing effective work between the heads of different types of cadastres by the end of 2019.
“By the end of 2019, you should maintain collaboration so that I do not have to summon meetings and introduce you to each other every month. Reforms must take place without my personal coordination,” Oleksiy Honcharuk urged.
Apart from that, the Prime Minister announced that 24 memorandums with regional organizations of ATO participants would be signed today, which contain the lists of specified land plots to be provided to ATO participants within the framework of free privatization in the near future.
In addition, work is underway to develop high-precision orthophotomaps according to the European standard. The overflights are currently being held in Volyn and Lviv regions. According to the Prime Minister, the draft State Budget 2020 prepared for the second reading stipulates for the necessary amount of funds in order to circle over the whole Ukraine.
“The work in two regions have to be completed this year. And in spring the whole Ukraine will be covered. By the end of the summer, the quality of the land data will be fundamentally different,” said Oleksiy Honcharuk.
The Prime Minister stressed that since the beginning of the purge of corrupt and inefficient leaders in the State GeoCadastre in September, 20 regional heads of branches had already been replaced. He reminded that the last reappointment took place on Friday in Volyn region.
"I reiterate again - we will dismiss the corrupt officials until a fair and patriotic person assumes the office," the Prime Minister emphasized. He also reminded that an hour before his arriving at the headquarters of the Kyiv region its head had announced she got ill. However, that fact have not saved her from dismissal.
The Prime Minister called on the regional heads of the State GeoCadastre to develop honesty and impartial professional approach.
Apart from that the Head of Government noted that the competition to fill the post of the head of the State Service for Geodesy, Cartography and Cadastre had ended and the appointment of a new leader would be held soon.
“We make personnel decisions as quickly as possible. The quality of personnel in the bodies of the State GeoCadastre will fundamentally change. We are also working on technological solutions. That is technology, digitization, which should be the basis for the state in smartphone, as well as human resources. These two components will give us the opportunity to take a leap in a rather short period of time in the quality of provision of administrative service to our citizens in the field of land relations”, concluded Oleksiy Honcharuk.
