Deputy Prime Minister for Restoration of Ukraine Oleksii Kuleba met with Prime Minister of the Netherlands Rob Jetten
Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine Oleksii Kuleba met in Kyiv with Dutch Prime Minister Rob Jetten, who is on his first official visit to Ukraine since his appointment to the new post.
During the visit, the parties visited a residential building in the Svyatoshinsky district of Kyiv, which had been destroyed by a russian missile strike on July 31, 2025.
This is a typical residential neighborhood of the capital, with a kindergarten, school, sports ground, and park located nearby. There are no military facilities in this area.
The attack killed 29 people, including five children, and injured more than 150. The missile strike destroyed one of the building's entrances: 18 apartments were completely destroyed and another 54 were damaged.
In total, more than 4,000 objects have been either damaged or destroyed in Kyiv as a result of russian attacks, including about 3,000 residential buildings.
Despite the destruction, residents of the surviving part of the building continue to live in their apartments. Under the state program eVidnovlennia, victims have got 87 housing certificates worth UAH 94 million.
"We showed our partners one example of what Ukrainian cities are going through every day. This is an ordinary residential courtyard where families with children used to live. A russian missile destroyed the entrance killing 29 people. Ukraine is not only documenting these crimes, but also rebuilding homes and helping people return to normal life. That is why international support for Ukraine's recovery is critically important," Oleksii Kuleba stressed.
According to the Deputy Prime Minister, russia's aggression has already damaged or destroyed more than 300,000 objects across the country. Recently, Ukraine, together with its international partners, presented an updated assessment of damage and reconstruction needs - RDNA5. The total cost of rebuilding the country is USD 588 billion, with the largest share going to the restoration of housing.
During the meeting, the parties also discussed russia's sustained attacks on Ukraine's transport infrastructure. This year alone, there have been over 300 attacks on the railway, and over 5,000 since the start of the full-scale war. russia also regularly attacks seaports and civilian vessels.
Special attention was paid to the issues of Ukraine's energy security and preparations for the next heating season.
Oleksii Kuleba thanked the Dutch government for its support to Ukraine, in particular for the EUR 25 million in aid for the energy sector, as well as for energy efficiency programs and support for the restoration of water supply infrastructure.
"We are already working on preparations for next winter. Together with the regions and large cities, we have developed Sustainability Plans that provide for the protection of critical infrastructure, the development of distributed generation, stable heat supply, and uninterrupted operation of water supply systems.
This is not a solution for one winter – it is a strategic restructuring of the country's life support systems. It is important for us that our partners invest not only in recovery from destruction, but also in the long-term sustainability of our systems – energy, water supply, infrastructure and communities' economies," the Deputy Prime Minister stressed.
Oleksii Kuleba thanked the Prime Minister of the Netherlands for his personal visit and confirmed readiness to further develop cooperation in the field of Ukraine's recovery.
