Oleksii Kuleba held working meeting with representatives of the construction industry

Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine, held a working meeting with representatives of the construction industry. The event also attended by Deputy Minister of Community and Territorial Development of Ukraine Nataliia Kozlovska and Head of the State Inspectorate of Architecture and Urban Planning of Ukraine of Ukraine Oleksandr Novytskyi.

More than 35 development and construction companies, as well as industry associations and organizations from various regions of the country, joined the discussion.

During the meeting, participants discussed key issues of deregulation, systemic challenges facing the industry, and practical solutions that will accelerate the implementation of construction projects. Special attention was paid to the issue of equity participation and the need for clear legislative regulation, the lack of up-to-date urban planning documentation in communities, which hinders the launch of new projects, as well as the issue of energy autonomy for residential buildings as an element of infrastructure resilience.

“A strong construction sector is the foundation for the country’s recovery. We are grateful to business representatives who, despite the full-scale war, remain in Ukraine, continue to work, rebuild housing, and support the economy and community development,” emphasized Oleksii Kuleba.

The digitization of processes has been identified as a key tool for the sector’s development. Starting April 1, mandatory digital oversight of facility commissioning has been introduced via the “Transparent Construction” application. For the first time, it has also become mandatory to submit urban planning documentation to the State Urban Planning Cadastre.

The meeting participants also discussed new approaches, including the potential use of artificial intelligence to review project documentation. As a result, they agreed to hold such meetings on a regular basis—once a month.
