Communities to connect 100 MW of cogeneration plants at the expense of the State Budget

Communities will connect 75 existing cogeneration plants to the grid, with a total electrical capacity of nearly 100 MW and a thermal capacity of 107 MW. The Government has allocated UAH 732.5 million for this purpose as part of the implementation of Regional Resilience Plans.

This was announced by Ukrainian Prime Minister Yulia Svyrydenko.

“We are preparing for the upcoming heating season. There are cogeneration plants in the regions that have not yet been connected to the grid. The task for the regions and communities is to commission them and prepare them for use to provide heat and electricity in the winter for hospitals, schools, and other critical infrastructure facilities. The Government disburses the necessary funding for this purpose,” said Yulia Svyrydenko, Prime Minister of Ukraine.

Of the total amount, UAH 307.7 million UAH has been allocated directly for the installation and connection of 20 cogeneration plants in Kharkiv region, 20 - in Chernihiv region, 19 - in Khmelnytskyi region, 7 - in Lviv region, 4 - in Donetsk region, 3 - in Vinnytsia, and one each in Sumy and Ternopil regions. An additional UAH 424.8 million is allocated for modular boiler houses. The earmarked funds will also allow for the completion of work on the decentralization of heat supply in Mykolaiv.

The cogeneration units were acquired, in particular with the support of international partners, to ensure the stable operation of critical infrastructure facilities. At the same time, communities were unable to install them themselves due to a lack of funding and expertise.

All available equipment must be put into operation by October 1. By that time, communities and regional state administrations must develop project documentation, complete construction and installation work, prepare sites, and ensure connection to utility networks.

Preparations for winter are underway as part of the Regional Resilience Plans, which the Government developed jointly with regional military administrations (RMAs) and local governments. This is a set of measures to prepare the power grid and housing and utilities sector for the upcoming heating season: protecting energy facilities, developing distributed generation, ensuring uninterrupted heat, water supply, and wastewater disposal, as well as decentralizing the heat supply system in large cities. The Government is providing funding for priority measures and is working to attract resources from international partners.
