  • Oleksii Kuleba: We rely on Germany’s assistance in strengthening Ukrainian communities

    Ukraine relies on Germany’s help and assistance in developing a methodology for strengthening the capacity of communities to improve the effectiveness of their projects. And in the future, there are plans to integrate this methodology into the DREAM digital ecosystem.

    This was stated by Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, at a meeting with Volker Oel, Head of the German delegation to the Ukraine Donor Platform and Deputy Director General for Eastern Europe at the German Federal Ministry for Economic Cooperation and Development.

    Oleksii Kuleba informed his counterpart that the Ministry’s current priorities were infrastructure, regional policy, recovery and IDPs.

    Serhii Sukhomlyn, Head of the State Agency for Restoration and Infrastructure Development, spoke about the Agency’s interest in Germany’s assistance in developing reuse projects for social housing and standard solutions for solar power plants for schools and hospitals.

    For his part, Volker Oel stressed that decentralisation was an important common theme between the two ministries.

    “Strong, capable, sustainable communities are ready to join the EU,” he said.

    According to the German official, decentralisation requires a strong role of municipalities, access to finance, institutional capacity and inter-municipal partnership. The purpose of the latter is to find foreign partners for all communities.

    Volker Oel also said that the German side encouraged donors to work together to strengthen the work of the Coalition for Sustainable Municipalities, which was launched this summer in Berlin at the Ukraine Recovery Conference (URC 2024).

    The meeting was held as part of the 11th meeting of the Ukraine Donor Platform (UDP) in Rome, Italy.
