  • Oleksandr Kubrakov: Together with the EBRD, we are improving export infrastructure

    As part of the project "Development of the Trans-European Transport Network (Ukraine - Road Corridors)" between Ukraine and the European Bank for Reconstruction and Development (EBRD), the approach roads to the checkpoints on the western border will be overhauled. This refers to the motorway M-09 Ternopil - Lviv - Rawa-Ruska towards the international checkpoint Rawa-Ruska - Hrebenne. This road is the main route connecting Lviv with Warsaw and is part of the Trans-European Transport Network (TEN-T).

    "In the context of blocked deep sea routes and systematic attacks on the ports of the Danube cluster, Ukraine continues to increase the load on transport corridors towards its western borders. Our task is to maximise export potential, including through the restoration and modernisation of both the checkpoints and connecting roads.

    Our colleagues from the EBRD have already conducted a road safety audit, an analysis of the economic feasibility of investments, an environmental and social assessment of the project and decided to allocate part of the funds for the overhaul of the M-09 motorway. The full implementation of the work will reduce logistics costs in the direction of Ukraine-European Union traffic. I am grateful to our colleagues for this decision," commented Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine.

    The motorway M-09 Ternopil - Lviv - Rawa-Ruska, km 129+807 - km 191+877 was included as a component of the EBRD Loan Agreement. A total of EUR 182 million was reallocated for the project.

    The project will be implemented by the State Agency for the Restoration and Infrastructure Development of Ukraine.

    Background

    In 2020, Ukraine and the EBRD signed a Loan Agreement "Development of the Trans-European Transport Network (Ukraine - Road Corridors)". According to the agreement, the EBRD loan for road construction and development amounted to EUR 450 million. The EIB's co-financing was an additional EUR 450 million.

    As a result of the full-scale armed invasion of russia and active hostilities, the project implementation was suspended as planned under the Trans-European Transport Network Development project.
