Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development, met with Naoki Ando, Senior Vice President of the Japan International Cooperation Agency (JICA). During the meeting, the parties discussed further cooperation within the framework of the joint project and joint emergency recovery and reconstruction programmes.
Cooperation will focus on the restoration of damaged infrastructure. For this purpose, a number of quick impact projects (QIPs) will be implemented to reconstruct infrastructure in Dnipro, Kyiv, Mykolaiv, Odesa, Kharkiv and Kherson. JICA will provide Ukraine with technical assistance and help train specialists.
“In the spring, we signed grant agreements with JICA worth about USD 600 million. Our goal is to use these funds to address urgent needs in restoring transport, energy, waste management, water supply and other sectors of the economy. Today we discussed further cooperation in these areas and the implementation of the Emergency Recovery and Reconstruction Project. Together with the Government of Japan, we are already rebuilding infrastructure in a modern and efficient way, implementing the ‘build back better’ principle.
In the long term, our cooperation will contribute to the systemic recovery of the economy and the return of Ukrainians to their homes. The experience of Japan, a global technology giant that has overcome the consequences of post-war destruction and natural disasters, is important to us,” said Oleksandr Kubrakov.
Background
The Japan International Cooperation Agency (JICA) coordinates the Government of Japan’s official assistance to other countries. The Agency resumed its work in Ukraine in early 2023. Earlier this year, as part of the cooperation, Japan handed over the first batch of equipment to restore Irpin in Kyiv region.
