The agricultural sector of Ukraine is focused on key transformations - the finalization of land reform, the implementation of the national irrigation and reclamation project, the introduction of a full-fledged institution of agricultural insurance. This was discussed during the public discussion of the vector "Development of the agricultural sector of Ukraine" included in the National Economic Strategy 2030, which took place with the participation of Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko, representatives of the Cabinet of Ministers, Centre for Economic Recovery and others.
According to Roman Leshchenko, by 2030 the agricultural sector should become the basis for the sustainable economic development of our state.
"Along with hundreds of other participants, I was involved in creating this strategy. All we are working on is filling with quality content. We add what we missed somewhere, expand the functionality, our strong points. These can be agricultural education, rural development, consultative activities, cooperatives, a more detailed concept of organic production. But this is what will be presented publicly to the whole country," said Minister of Agrarian Policy and Food Roman Leshchenko.
He also stressed that in the coming weeks a large-scale geoportal of open data, which will include information on land, water, forest resources, landowners and more will be presented in Ukraine.
According to Serhii Hlushchenko, Deputy Minister of Economic Development, Trade and Agriculture of Ukraine, it is essential for Ukraine to complete the process of updating the legislation in the field of sanitary and phytosanitary measures (SPM) and bring it in line with EU law.
"Implementation of the Association Agreement in terms of SPM is extremely important. By the end of the year, we have to complete the implementation of this part, which is more than 250 EU acts. To date, 60% of this number of acts have been implemented," Serhii Hlushchenko stressed.
The Deputy Minister of Economic Development, Trade and Agriculture of Ukraine Taras Vysotskyy emphasized during the event, in 2020 a certain platform for the development of the agricultural sector had been created. In particular, together with the relevant associations, the Food Security Strategy until 2030 was elaborated and submitted to the Cabinet of Ministers of Ukraine.
Mykhailo Khorev, Deputy Minister of Ecology and Natural Resources of Ukraine, in his turn, stressed that it is crucial to take into account the environmental component when strategically planning the development of the agricultural sector.
"It is essential to increase forests to combat dust storms and erosions, protective strips. Therefore, degraded and unproductive lands should be removed from arable land or afforested. And the territories with slopes and water protection zones should be transformed to pastures and be alkalized so that we do not lose the rich resource that we have," said Mykhailo Khorev.
It should be noted that the National Economic Strategy envisages the following priorities for the development of the agricultural sector: creation of an appropriate level of phytosanitary safety for the production of safe food products; extension of the added value chain; formation of advantages for export of products with high added value and others.
Measures and initiatives of the vector "Development of the agricultural sector of Ukraine" NES-2030 were developed together with representatives of industry associations, in particular, with the Ukrainian Agribusiness Club, the Association of Pig Farmers of Ukraine, the Ukrainian Union of Dairy Enterprises, the All-Ukrainian Agrarian Council, European Business Association etc.
It should be noted that based on a broad discussion of NES-2030, a decision of the Government on the formation of the economic policy until 2030 will be drafted, Priorities for the Government Action Program for 2021-2023 and a list of priority laws for the next three years - approved. The NES-2030 development process is open and transparent.
