New phase for Diia.Education: Ukrainians to learn more effectively with AI

The Cabinet of Ministers has approved amendments to the regulations of the Diia.Education state portal. Ukrainians will be able to learn more effectively with personalised learning paths powered by artificial intelligence.

In 2025, with support from Google.org, Diia.Education will transform into an AI-powered ecosystem. The first tools will include:

  • An AI navigator to quickly select learning programmes tailored to users’ goals, saving time;
  • An AI assistant to explain complex terms, help create personalised notes, and recommend additional useful materials.

The Ministry of Digital Transformation aims to achieve 100% digital and AI literacy among Ukrainians, equipping everyone with tools for work and development, and building a competitive, innovation-driven Ukrainian economy.

Achievements

In 2019, the Ministry set a goal to engage 6 million citizens in digital literacy programmes, a target already met. Today, the platform has 2.8 million registered users, with 93% of adult Ukrainians possessing digital skills. The proportion of people without basic skills has halved – from 15% in 2019 to 7% in 2023 – while nearly 38% of Ukrainians have advanced competencies.

Economic impact

Digital skills directly impact people’s well-being and the country’s economy. Research shows:

  • Workers with digital competencies earn 81% higher salaries;
  • These skills contribute over EUR 110 billion annually to Ukraine’s GDP;
  • The labour market has the greatest demand for professionals with advanced digital skills.

The strategic partner of the Diia.Education platform is the Swiss-Ukrainian EGAP Programme, implemented by the East Europe Foundation. The platform was updated in 2023 at the initiative of the Ministry of Digital Transformation with support from Google.org.
