Ministry for Communities and Territories Development: Remote inspection of destroyed housing extended to areas of potential hostilities
The expansion of the remote inspection mechanism will simplify access to eVidnovlennia housing certificates for even more people.
The Cabinet of Ministers of Ukraine has approved a resolution allowing commissions to remotely inspect destroyed housing in areas of potential hostilities. This initiative was developed by the Ministry for Communities and Territories Development of Ukraine.
Previously, the remote inspection mechanism was implemented in areas of active hostilities. Now, it will extend to areas of potential hostilities, covering 175 communities in Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv regions.
The list of areas classified as active or potential hostilities, or temporarily occupied, is compiled by the Ministry for Communities and Territories Development based on submissions from regional state administrations and approved by the Ministry of Defence. This list is formalised in Ministry Order No. 376.
Remote inspections in areas of potential hostilities will facilitate compensation for more people whose homes were destroyed due to russian aggression, where on-site inspections have been challenging due to security risks. The Ministry initiated this expansion following requests from frontline communities.
“Today, we are extending the remote inspection mechanism to areas of potential hostilities. This means more people can receive housing certificates for new homes, even if their properties were destroyed by russia in areas where it’s unsafe for commissions to conduct inspections. We are working to ensure every family in need can rely on real state support,” said Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.
As a reminder, remote inspections are conducted by commissions under local self-government bodies or military administrations. They may use various remote observation tools, including:
- Satellite imagery;
- Materials obtained from drone footage;
- Photos or videos taken by property owners on mobile phones.
Based on the collected data, the commission compiles a remote inspection report and enters it into the Register of Damaged and Destroyed Property. This document serves as the basis for receiving compensation in the form of a housing certificate for purchasing new housing.
