New policy for the labor market: Ukraine presents the concept of the Employment Strategy 2030

On July 3, 2025, the Ministry of Economy of Ukraine held a public discussion of the first drafts of the Employment Strategy of Ukraine 2030. This strategic framework is intended to become a practical tool for economic development: to help reduce unemployment, expand access to work, and increase labor market flexibility. The main goal is to help Ukrainian women and men realize their potential through training, engagement in work, and support in finding employment.

The development of the Strategy is part of the commitments under the Ukraine Facility plan.

"Today's discussion is an important step in our joint work. We are drafting the strategy not behind closed doors, but through open interaction with experts, business representatives, the public and international partners. Our main objective is to turn the challenges faced in the labor market into new opportunities for development. The document should become a practical guideline that will promote the increase in productive employment, ensure decent working conditions and strengthen Ukraine's economic resilience. This strategy is centered on people, their well-being and potential," said Deputy Minister of Economy of Ukraine Tetiana Berezhna.

During the preparation of the Strategy, nine working group meetings were held with the participation of more than 300 representatives of government agencies, civil society, business and international partners. The discussions resulted in the following strategic goals:

  • Increasing the economic activity of the population.
  • Overcoming imbalances between labor offer and demand.
  • Strengthening the institutional capacity of government agencies and digitalization.
  • Integration of EU standards into employment policy.

In the future, the goals and objectives will be specified through a clear action plan with deadlines and responsible executors.

"For the Ukrainian economy to become a strong and reliable partner of Europe, we need to invest in people. As part of the REYOIN project, Germany supports the inclusive employment reform as a strategic step towards European integration and long-term stability," said Markus Koll, Head of Cooperation at the Embassy of the Federal Republic of Germany in Ukraine.

The next steps are as follows:

  • Finalization of the document.
  • Coordination of the Strategy with partners and the European Commission.
  • Development of an operational action plan to implement the strategic goals.
  • Public discussion of the document.
  • Submission of the Strategy to the Government for approval.
