 
                Netherlands to allocate additional EUR 30 million to support Ukraine’s reconstruction through Ukraine Partnership Facility grant programme
Ukraine and the Netherlands signed a Memorandum providing an additional EUR 30 million in funding under the Ukraine Partnership Facility programme. This initiative, supported by the Netherlands Enterprise Agency, facilitates the involvement of Dutch businesses in Ukraine’s reconstruction projects.
The signing took place in Rome during the Ukraine Recovery Conference (URC-2025), with participation from Ukraine’s First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, and the Netherlands’ Minister of Foreign Affairs, Caspar Veldkamp.
“We sincerely thank the Government of the Netherlands for their decision to increase funding for the Ukraine Partnership Facility by an additional EUR 30 million. This is an example of consistent support policy that aligns government decisions with private sector interests, creating the foundation for long-term economic partnership between our countries,” said Yuliia Svyrydenko.
According to Dutch Foreign Affairs Minister Caspar Veldkamp, thanks to the UPF, Dutch companies would be able to participate more actively in Ukraine’s reconstruction, particularly in areas where they have expertise such as water supply, healthcare, agriculture, and renewable energy.
Agreements reached
- Market Access: Ukraine proposed simplifying the participation of Ukrainian companies in Dutch exhibitions and business events, focusing on market entry for agricultural products, light industry, and IT services.
- Joint Infrastructure Projects: Discussions included the development of ports, irrigation systems, and water management.
- Healthcare: Ukraine proposed technical agreements for cooperation in medicine and rehabilitation, including exchanges between medical institutions.
“The Netherlands has proven to be a reliable partner for Ukraine. Today’s meeting is another step towards deeper cooperation in energy, trade, healthcare, and infrastructure. We are open to creating new success stories with Dutch businesses,” emphasised Yuliia Svyrydenko.
The First Deputy Prime Minister also urged the Netherlands to support the EU’s 18th sanctions package against russia, particularly restrictions in the energy and financial sectors, and the establishment of an International Compensation Commission for victims of russian aggression.
Background
The Ukraine Partnership Facility is a grant programme that funds international companies and organisations involved in Ukraine’s reconstruction, focusing on water, healthcare, and agriculture.
The Netherlands is one of Ukraine’s top ten trading partners in the EU. In 2024, bilateral trade reached USD 2.9 billion (+15%), and from January to April 2025, it amounted to USD 955.7 million (+6%). Ukrainian exports to the Netherlands grew by a third.
