
Ministry of Health: Ukraine secures World Bank funding for new joint THRIVE project
The joint project between the Ministry of Health and the World Bank, titled “Transforming Healthcare through Reform and Investment in Efficiency” (THRIVE), aims to prioritise funding for the Medical Guarantee Programme while enhancing the technical and operational capacity of the National Health Service of Ukraine, the Ministry of Health, and medical institutions.
THRIVE enables the mobilisation of essential funding to support state healthcare reforms, specifically to improve service delivery under the Medical Guarantee Programme.
A condition for receiving USD 50 million under the project was to increase the capitation rate for primary healthcare (the payment for serving a patient who has submitted a declaration choosing a primary care doctor) to at least UAH 825. Following a government decision in December 2024, the capitation rate for 2025 has risen. It now stands at UAH 844.4, up from UAH 786.65 in 2024.
As a reminder, the Loan Agreement and Financing Agreement, totalling USD 449 million, were signed on 10 December 2024. At that time, Ukraine received USD 220 million as stipulated in the Loan Agreement. Overall, the THRIVE project utilises the PforR financial instrument, meaning the country will gradually access the funds outlined in the agreements upon achieving set indicators.
