Interdepartmental Working Group Approves National Programme for Adapting Ukrainian Legislation to EU Law

Today, 30 December 2025, the Interdepartmental Working Group on Ensuring the Negotiation Process for Ukraine's Accession to the EU and Adapting Ukrainian Legislation to EU Law, chaired by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, has preliminarily approved the draft National Programme for the Adaptation of Ukrainian Legislation to European Union Law (EU acquis).

The National Programme is a comprehensive strategic document that defines Ukraine's systematic approach to fulfilling all obligations within the framework of the EU accession negotiation process and harmonising national legislation with EU law. It systematises the results of the screening into a specific nationwide action plan. The programme is structured in accordance with the negotiation clusters and sections and contains an exhaustive list of EU legal acts to be implemented into Ukrainian legislation.

It was also determined that the Roadmaps on the rule of law, public administration reform and the functioning of democratic institutions, as well as the Action Plan for the Protection of the Rights of Persons Belonging to National Minorities (Communities) in Ukraine, are an important part of the National Programme.

"The approval of the National Programme for the Adaptation of Legislation is our joint, comprehensive roadmap to EU membership.

We clearly define what needs to be done, when and by whom, and take political responsibility for the outcome. We have embarked on one of the most crucial stages on the path to EU membership, which Ukraine is implementing in joint coordination with all branches of government," emphasised Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

The draft National Programme contains more than 2,800 objectives, covering the implementation of more than 1,600 European Union legal acts, combined into a single document of over a thousand pages.

Reporting, monitoring and evaluation of the effectiveness of the measures provided for in the National Programme will be carried out through the information system for monitoring Ukraine's commitments in the field of European integration, Accession Pulse. The system will ensure transparency, regular monitoring of progress and coordination of actions between all involved bodies.

The next step is the review and approval of the National Programme for the Adaptation of Ukrainian Legislation to European Union Law (EU acquis) by the Cabinet of Ministers of Ukraine. The document is expected to be approved by mid-January.
