  • International financial institutions plan to use the DREAM digital ecosystem to ensure transparency and accountability in reconstruction

    The World Bank, the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), and the Council of Europe Development Bank (CEB) have agreed on a joint approach to procurement in Ukraine. The heads of the four financial institutions signed the Memorandum of Intent on the sidelines of the 2023 Annual Meetings of the World Bank Group and the International Monetary Fund in Morocco.

    The memorandum is a response to the expectations of the Ukrainian authorities and donors that international organizations operating in Ukraine will harmonize and streamline procurement practices to the fullest extent possible.

    The document also approves the use of Prozorro in projects financed by the organizations participating in the Memorandum for small tenders that do not exceed the thresholds of EUR 130,000 for goods and EUR 5 million for works. In addition, the Memorandum also declares the intention to use the digital system DREAM - the State Digital Restoration Ecosystem for Accountable Management.

    "We welcome the commitment of our international partners to ensure transparency and accountability in recovery projects. The Prozorro procurement system and the DREAM digital ecosystem can ensure trust in the recovery process in Ukraine. Together with the Ministry of Economy of Ukraine, we are working to ensure that the use of Prozorro is approved as soon as possible for contracts of high value and complexity. And the implementation of DREAM will make the reconstruction process fully accountable and improve interaction with international donors. Building trust with our partners and ensuring the integrity of the reconstruction are our key objectives," emphasized Oleksandr Kubrakov, Minister for Communities, Territories and Infrastructure Development of Ukraine.

    All donor organizations are expected to provide a wide range of information to DREAM in a coordinated manner. This will allow for joint oversight of recovery projects. The EBRD's Client e-Procurement Portal - ECEPP - has all the capabilities to interact with the DREAM platform, the Memorandum states.
