Ministry of Veterans Affairs launches adaptation program for Defenders who have completely or partially lost their sight

Applications are now being accepted for a specialized adaptation program for veterans who have completely or partially lost their sight as a result of the war. The program is free of charge and is implemented in accordance with Government Resolution No. 1060 of August 22, 2025.

What does the program envisage?

Participants receive adaptation services tailored to their needs and capabilities in a convenient format:

- individual;

- family (together with caregivers);

- in a group (up to 10 people).

The choice of the form of adaptation services depends on the type of service, the purpose, the objectives, the stage, and the methods of providing adaptation services.

Accommodation and meals for veterans during the program are also available. The duration is 21 days.

The first partner of the program is Trinity Hub (Kyiv).

This is a public organization with the necessary specialized equipment for training and adapted premises for people with visual impairments and low-mobility groups. This is where the first group of participants will be formed.

Contracting of other entities is ongoing — the geography of service provision will expand.

All services within the program are completely free of charge for veterans who meet the specified criteria. Funding is provided from the state budget: the Ministry of Veterans Affairs reimburses the cost of services to the entities delivering them, within the established price limits.

The project is being implemented in accordance with Resolution No. 1060 of the Cabinet of Ministers of Ukraine dated August 22, 2025, “Certain issues of implementing a pilot project to provide adaptation services to certain categories of persons who defended the independence, sovereignty, and territorial integrity of Ukraine and have completely or partially lost their sight.”
