Ministry of Digital Transformation: Integrating voice technologies into public services

Interacting with the state should be as simple as chatting in a messenger. That is why we plan to integrate voice artificial intelligence into Diia and other services. ElevenLabs – a global leader in voice AI and multilingual voice agents – will assist us in this.

During the WINWIN Summit, the First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov agreed on this with Mati Staniszewski, co-founder and CEO of ElevenLabs.

The key focus is integrating the company’s advanced voice AI and agentic technologies into public services developed by the Ministry’s team. ElevenLabs technologies will enable citizens to access services and consultations simply by voicing their request in a chat.

The Ministry of Digital Transformation is already using ElevenLabs technologies. The first product is the reproduction of Mykhailo Fedorov’s voice for his digital twin. We are expanding cooperation with the company and plan to integrate innovative voice technologies into Diia, Mriia, and Diia.Education.

We have built the world’s most convenient digital state, with over 23 million users in Diia. Now we aim to enter the top three leaders in AI by 2030, moving towards a proactive “agentic state”.
