Ministry of Digital Transformation: EUR 1 million to strengthen Ukraine's cybersecurity
Italy has earmarked EUR 1 million to strengthen Ukraine's cyberspace. Approximately EUR 900,000 will go towards protecting the Ternopil region, and the remaining EUR 100,000 will support the Tallinn Mechanism Project Office.
Thanks to cooperation with Italy, two cyber projects will be implemented in the Ternopil region:
Infrastructure upgrade: Ternopil region shall receive modern network and server equipment.
Development of a secure network: a network shall be built using automated security tools, including EDR systems, and staff shall be trained to respond instantly to complex threats.
Part of Italy's contribution will go towards the work of the Tallinn Mechanism Project Office. This will help attract even more international initiatives to protect Ukraine's digital ecosystem. They will also finance an annual review of the national cybersecurity system by the National Coordination Centre (NCC) under the National Security and Defence Council of Ukraine, which will enable risks to be clearly identified and professionally eliminated.
Italy joined the Tallinn Mechanism in 2024. During the Ukraine Recovery Conference held in Rome in July 2025, Ukrainian Foreign Minister Andrii Sybiha and Italian Deputy Prime Minister and Minister for Foreign Affairs and International Cooperation Antonio Tajani signed a declaration of intent to develop long-term initiatives to build cyber capabilities and strengthen Ukraine's digital infrastructure.
Background information
The Tallinn Mechanism was established in 2023. Dozens of initiatives to strengthen Ukraine's cyber resilience have already been implemented within its framework. The following countries have joined the mechanism: the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Norway, Poland, the United States, France, Sweden, and Finland. The European Union, NATO, and the World Bank participate as official observers.
The Tallinn Mechanism Project Office (TMPO) coordinates the implementation of activities and promotes cooperation between Ukrainian institutions and international partners. The Ministry of Digital Transformation of Ukraine initiated its establishment. The Office also cooperates with the State Service of Special Communications and Information Protection of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Security Service of Ukraine, and the National Cybersecurity Coordination Centre of Ukraine.
