Ministry of Social Policy, Family and Unity, and the European Commission outlined key areas for further cooperation

On 27 November 2025, a working meeting with representatives of the European Commission was held at the Ministry of Social Policy, Family and Unity of Ukraine.

The event brought together First Deputy Minister Liudmyla Shemelynets, Deputy Minister Ilona Gavronska, Elena Višnar Malinovská, Head of Unit, Directorate General for Neighbourhood and Enlargement, European Commission's Ukraine Service, and Head of Operations Section II at EU Delegation to Ukraine, Henrik Huitfeldt.

The parties discussed key areas of cooperation in the field of social policy, in particular the development of modern social services at the community level, support for veterans, children returned from deportation, internally displaced persons, as well as issues of social reconstruction.

"Social reconstruction is a key element of Ukraine's post-war recovery. We are working to develop a modern social services system and expand the capabilities of Resilience Centres so that communities have access to psychological support, assistance to veterans, families in crisis and anyone experiencing difficult life situations. This is not just about social policy – it is about the economic stability of the state, because people need to recover, return to work and live actively in their communities," said Liudmyla Shemelynets.

Particular attention was paid to preparations for the end of temporary protection for Ukrainians in EU countries in 2027 and strengthening the capacity of communities to receive and support returning citizens.

"We are preparing for a period when Ukrainians abroad will have to decide whether to switch to national residence permits in EU countries or return home. It is important for us that everyone has complete, clear and timely information. That is why we are launching the Unity Network together with our European partners and Ukrainian civil society organisations in the EU to provide advice and support to Ukrainians during this transition period," said Ilona Gavronska.

The parties agreed to continue consultations at the level of the Ministry and relevant departments of the European Commission, as well as to organise additional meetings to finalise details of joint projects.
