Ministry of Social Policy, Family and Unity together with the CEB, specify roadmap for joint IDP support programs


The Ministry of Social Policy, Family and Unity of Ukraine, together with the Council of Europe Development Bank (CEB), will implement support programs for internally displaced persons (IDPs). During a meeting, Deputy Minister Tetiana Kirienko, CEB Country Manager Diana Bertjē, and the CEB Liaison Manager for Ukraine, Kateryna Yelishyieva, discussed previously implemented projects and outlined future areas of cooperation.

Tetiana Kirienko informed foreign colleagues that the Cabinet of Ministers of Ukraine had approved several resolutions the previous day, enabling a comprehensive approach to assisting IDPs—from evacuation to integration into new communities. In particular, the Ministry has developed and is implementing new support algorithms for low-mobility individuals. These individuals now have access to a new medical-social service and housing support, which includes not only accommodation but also assistance with household management.

“I would like to express gratitude to the CEB for its consistent and timely support of social initiatives. Ukraine has significantly reoriented its social sector in response to the challenges of the war. We are pleased to know that we have a reliable partner that places significant focus on social issues,” the Deputy Minister noted.

CEB representative Diana Bertjē stated that the Bank is currently supporting five programs in Ukraine. However, the partners are ready to expand their programs and support budgetary initiatives, particularly those related to assisting internally displaced persons.

The parties outlined future projects that the Council of Europe Development Bank (CEB) could financially support and agreed to move toward practical implementation of their cooperation.

As a reminder, in July 2025, a Framework Loan Agreement was signed between Ukraine and the CEB for the support to internally displaced persons in Ukraine project, amounting to EUR 200 million. The project aims to finance budget expenditures to support vulnerable IDPs, focusing on promoting their gradual integration into host communities, with an emphasis on providing targeted social assistance. The planned assistance is intended to partially cover expenses incurred in the 2024 and 2025 budget years.
