Ministry for Communities and Territories Development and IMF will continue cooperation to implement recovery projects

Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, Oleksii Kuleba, together with his team, met with representatives of the International Monetary Fund (IMF) mission. The discussion focused on the Ministry’s priorities for 2025 and securing funding for projects. Particular emphasis was placed on attracting financing for the restoration and development of affordable housing for internally displaced persons (IDPs), roads, and critical infrastructure.

Also present at the meeting were First Deputy Minister Aliona Shkrum and Deputy Minister Maryna Denysiuk.

Representing the IMF were Uma Ramakrishnan, Deputy Director of the IMF’s European Department, Gavin Gray, Head of the IMF Mission to Ukraine, and Priscilla Toffano, Deputy Head of the IMF Mission to Ukraine and IMF Resident Representative in Ukraine.

“For us, it’s vital to accelerate the reconstruction processes. At present, we face a significant funding gap and need enhanced support from our partners. We are convinced that part of these needs can be met by utilising frozen russian assets. Specifically, when we talk about rapid reconstruction, we mean energy, housing, and compensation payments.

At the same time, in the long term, it’s important for us to develop a broader, comprehensive approach to recovery. This involves large-scale infrastructure projects and a cross-sectoral approach tailored to each type of territory. Our current vision is that reconstruction should primarily begin with frontline areas. This is our political priority.

We hope for active cooperation with the International Monetary Fund to continue all these important initiatives and thank them for the joint work we’ve already done to support Ukraine’s recovery,” said Oleksii Kuleba.

During the meeting, the parties discussed the following areas of cooperation:

• Affordable housing for IDPs and adaptation in new communities

Currently, Ukraine has 4.5 million internally displaced persons. The Ministry aims to ensure that economically active IDPs have access to affordable housing.

According to Aliona Shkrum, this is crucial so that Ukrainians in need can, through affordable loans or compensation, purchase or rent housing, or rebuild independently.

One effective mechanism is the state compensation programme eVidnovlennia (eRecovery), which has already demonstrated strong results. Additionally, the State Fund for the Promotion of Youth Housing Construction is implementing a preferential lending programme for IDPs.

At the same time, the Ministry plans to continue work in this area and develop a fully comprehensive support programme for IDPs to help them adapt to new communities.
