Seven more regions have presented their Energy Sustainability Plans: Ministry for Communities and Territories Development

As part of preparations for the autumn-winter period of 2026/2027, Chernihiv, Sumy, Kharkiv, Poltava, Cherkasy, Vinnytsia, and Odesa regions have presented their plans. 

"We can see strong, practical cases – from physical protection of facilities to the introduction of decentralized heat generation. We will scale the best solutions to other regions. However, some regions need significant improvements. In parallel with the strikes on heating plants, russia is attacking water supply and sanitation systems. Therefore, the fundamental task is to achieve maximum autonomy for each region and each community," said Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba.

The plans must be comprehensive and include four mandatory areas:

• protection of critical infrastructure

• development of distributed generation

• alternative power sources for critical facilities

• decentralization of heat generation.

Specific, verified readiness indicators have been established for each region.
