Ministry for Communities and Territories Development: One more bank has become a partner bank of the SvitloDIM programme

Ministry for Communities and Territories Development of Ukraine, posted 16 February 2026 16:43

VST Bank has joined the SvitloDIM state support programme. From now on, condominiums, housing cooperatives and managers of apartment buildings can open special accounts with the bank to receive state aid.

The programme, which started on 28 January, helps co-owners to provide their buildings with autonomous power supply during prolonged power outages. Budget funds for the purchase of equipment - generators, inverters, accumulators, batteries and solar panels - are transferred to accounts with a special use regime. All transactions are carried out in compliance with the requirements for the targeted use of funds.

To apply for the programme, recipients can open a separate current account in hryvnia with a special use regime at VST bank. Customers can open such an account at any branch of the bank in Kyiv and the Kyiv region.

Expanding the circle of partner banks makes participation in the programme more convenient and accessible for co-owners.

Co-owners can receive state financial assistance ranging from UAH 100,000 to 300,000, depending on the number of floors in the building and the number of entrances:

  • UAH 100,000 — buildings up to 6 floors;
  • UAH 200,000 — 7–16 floors;
  • UAH 300,000 — 17 floors and above, buildings with boiler rooms and 4 to 16 floors (inclusive) with 3 or more entrances.

In the first stage, the programme is available in Kyiv and the Kyiv region.

The funds received can be used to purchase generators, inverters, batteries, battery management systems or solar panels — anything that will help meet the basic needs of the building during prolonged power outages. The co-owners of the building choose the equipment and suppliers themselves.

Applications are submitted online at svitlodim.gov.ua through the electronic office on the Diia portal. Once approved by the Ministry for Communities and Territories Development commission, the funds are transferred within 48 hours.
