
Ministry for Communities and Territories Development: Centralised procurement organisation of the Agency for Restoration and Infrastructure Development unveiled
The official presentation of the Centralised Procurement Organisation (CPO) of the Agency for Restoration and Infrastructure Development took place. Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba delivered a welcoming address at the event.
“We often talk about the speed of reconstruction, but ensuring its quality and the transparent, efficient use of resources is equally important. This is precisely why the Centralised Procurement Organisation of the Agency for Restoration and Infrastructure Development was established. It’s a tool that ensures equal conditions for all market participants, standardised procedures, transparent tenders, modern procurement management, and independent oversight.
The creation of the CPO is a signal of support from the Agency to communities. It’s a message to Ukrainian and international companies that it’s possible to work honestly and effectively in Ukraine. It’s also a signal to international partners – we’re not just asking for help; we’re building systems capable of managing it responsibly.
The CPO of the Agency for Restoration and Infrastructure Development is the foundation of a new procurement system: transparent, clear, and aligned with European Union principles. I’m grateful to the partners who contributed to the creation of this organisation: the EU Anti-Corruption Initiative, experts, donors, and civil society representatives. Their involvement is not just support – it’s a shared responsibility for how we rebuild Ukraine,” said Oleksii Kuleba.
As a reminder, in early April this year, the Cabinet of Ministers approved a resolution to establish the CPO. Its activities will be directly coordinated by the Agency for Restoration and Infrastructure Development. The organisation will procure goods and services, including construction work, road maintenance, and the development of project documentation.
“The CPO is essentially a marketplace for state reconstruction procurement. It’s one element of a new reconstruction architecture that focuses on two things: efficiency and trust from international and Ukrainian companies that can participate in rebuilding. This is crucial for the new philosophy of Ukraine’s recovery and for making the process as effective as possible,” said Serhii Sukhomlyn, Head of the Agency for Restoration and Infrastructure Development.
Procurements will primarily be conducted for the regional recovery services of the Agency. Additionally, the CPO can procure for other construction clients, such as local self-government bodies, regional military administrations, and state enterprises.
The CPO’s activities are based on several key principles:
- Unified Approach: Currently, each recovery service conducts procurements separately, with varying quality and complexity. The CPO consolidates these procurements, simplifying the process and securing better prices and terms.
- Ready-Made Solutions: The CPO provides document templates, standard technical specifications, and standardised evaluation approaches, reducing the burden on local teams and minimising errors.
- Clear Division of Roles: The CPO conducts tenders but does not sign contracts or manage funds. The recovery agency remains the customer, avoiding conflicts of interest.
- Transparency: All procurements are public, conducted through Prozorro, subject to internal oversight, and guided by a development strategy overseen by an independent supervisory board with international participation.
- Community Support: Any community or other client can approach the CPO for comprehensive project implementation support and receive expert assistance.
- Openness to Business: The CPO enables framework agreements with stable conditions for several years, allowing Ukrainian and international companies to plan their reconstruction activities, invest in staff, and open offices in Ukraine.
The CPO concept for the Agency was developed in collaboration with the EU Anti-Corruption Initiative in Ukraine (EUACI).
