Ministry for Communities and Territories Development supports launch of first pilot project under Platform for Action on the Green Recovery of Ukraine
The Third meeting of the Coordination Group of the Platform for Action on the Green Recovery of Ukraine took place under the leadership of the United Nations Environment Programme (UNEP), during which the project initiative "Support for the Development of Green Investments and Financing" was presented. The key outcome of the meeting was the approval of the start of the project’s implementation and the determination of its funding.
The Ministry for Communities and Territories Development was represented by Deputy Minister Maryna Denysiuk. Andrii Teliupa, the Deputy Minister of Economy, Environment and Agriculture, also joined the meeting. The international community was represented by the Ministry for Foreign Affairs of Finland, the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety of Germany, as well as partners from UNEP, UNECE, and OECD.
The project "Support for the Development of Green Investments and Financing" envisages the creation of a full cycle of project preparation. This involves selecting 2-3 municipal facilities in the sectors of wastewater management, waste management, and energy for a complete analysis of the investment cycle and assessment against green criteria.
Subsequently, models of sustainable financing will be developed, tariff policy will be analysed, and barriers to investment will be removed. Ultimately, the project aims to attract additional resources and expertise from international financial institutions, as well as to strengthen the institutional capacity of the Ministry for Communities and Territories Development and support communities.
“We welcome UNEP’s expertise. For us, it is important that the Platform becomes a mechanism to ensure the implementation of real green recovery projects in Ukrainian communities. Pilot projects should not be theoretical models but concrete initiatives with a clear financial model. All of them must be entered into the DREAM system and comply with the public investment management (PIM) reform. This is the only guarantee of transparency and donor coordination,” emphasised Maryna Denysiuk.
Maryna Denysiuk also highlighted the importance of supporting institutional capacity. At the proposal of the Ministry for Communities and Territories Development, the project’s resources will be directed not towards general training but towards creating dedicated expert groups. This will allow specialists to accompany the implementation of projects from within, particularly in terms of environmental and climate requirements.
The launch of the project was preceded by a national workshop "Green Criteria for the Public Investment Management System in Ukraine", which Deputy Minister Maryna Denysiuk also attended. The event brought together representatives of the Government, the DREAM team, UNEP, UNECE, GIZ, and the public. Participants agreed on approaches to integrating green criteria into the DREAM ecosystem, which will enable the assessment of projects’ climate resilience and inclusivity at the planning stage.
