Ministry for Communities and Territories Development initiates mandatory installation of individual heating stations in buildings with centralised heating

The Government has backed a draft law mandating the installation of individual heating stations (IHSs) in buildings connected to centralised heating systems. This decision marks a significant step towards modernising thermal infrastructure and enhancing its energy efficiency.

An individual heating station (IHS) is a compact, automated system installed directly in a building to regulate the supply of heat and hot water specifically for that property. It receives the heat carrier from the central network and transfers heat to the building’s heating and hot water systems via heat exchangers.

IHSs will provide buildings with stable heating and hot water, enable flexible regulation of thermal energy consumption, and reduce residents’ bills.

“Modern IHSs will allow people to receive better-quality services and pay less, while enabling communities to make their heating systems more resilient and energy-efficient. We’re talking about the large-scale introduction of technologies that improve the quality of life for Ukrainians. Energy efficiency must become an integral part of a comprehensive approach to infrastructure development,” said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development.

The installation of IHSs will be a key component in modernising centralised heating systems. IHSs will be mandatory for all buildings connected to centralised heating, with maintenance handled by heat distribution organisations. This will reduce losses, optimise consumption, and improve service quality for residents.

The draft law also includes provisions to refine the tariff-setting process, ensuring that the costs of IHS installation are incorporated into the tariff for heat distribution. Additionally, the following will be developed: procedures for the installation and maintenance of IHSs, a standard contract for consumers, rules for determining the technical feasibility of installation, and guidelines for preparing buildings for the heating season.

The document was drafted in line with the Government’s 2025 Priority Action Plan and the European Union’s Ukraine Facility initiative.
