The functions of determining the critical importance of enterprises within the defense-industrial complex and organizing the reservation of their employees have been transferred to the Ministry of Defense of Ukraine following the liquidation of the Ministry for Strategic Industries of Ukraine.

The Cabinet of Ministers of Ukraine adopted relevant resolution.

The criteria for classifying defense industry enterprises as critical remain unchanged. The status of critical enterprises, granted by the Ministry for Strategic Industries, remains valid for one year from the date of approval, provided that the relevant contracts are being fulfilled.

Enterprises and institutions that are officially recognized as critical and perform government contracts to support the Security and Defense Forces will be eligible to reserve 100% of their military-duty employees and receive preferential loans at 5% for the development and scaling of production.

This will enable enterprises and organizations to continue operating even in the most difficult conditions of war, retain innovative teams, and perform tasks for the Defense Forces and the state.

“Protecting the human resources of defense enterprises is a matter of national security. Many key manufacturers are working in the most difficult conditions to ensure that the army receives modern weapons and equipment in a timely manner. We are improving the conditions for their uninterrupted operation,” emphasized Deputy Minister of Defense of Ukraine Hanna Hvozdiar.
