10 years of E-data: Digital transparency that transformed the nation
On 15 September 2025, the Unified Web Portal for the Use of Public Funds, E-data, celebrates its 10th anniversary.
Today, it is not merely a portal but an entire ecosystem of financial transparency, integrating resources such as Spending, IFIs projects, Open Budget, and other open data tools.
“Ten years ago, the launch of E-data was a breakthrough for Ukraine. For the first time, every citizen gained open access to real-time tracking of budget fund movements. Today, E-data is proof that transparency is not just possible but a standard for a modern state. We will continue to develop the portal to ensure it remains a tool for trust, oversight, and efficiency,” said Oleksandr Hrubiian, Deputy Minister of Finance of Ukraine for Digital Development, Digital Transformation and Digitalisation.
Achievements Over 10 Years
- Real-Time Transparency: Over 262 million transaction records and 102 million documents available for public viewing.
- Growing Trust: User sessions on the portal increased by 2.34 million in the past year.
- Public Engagement: Journalists, researchers, activists, businesses, and educational institutions use the portal for financial analysis and education.
- International Recognition: Ukraine ranks among Europe’s top three in the Open Data Maturity Index (97%).
- Innovation: Implementation of APIs, integration with state systems, and analytical dashboards for rapid data analysis.

Background
The Unified Web Portal for the Use of Public Funds, edata.gov.ua, administered by the State Institution Open Public Finances, was launched on 15 September 2015 under the Law “On the Openness of the Use of Public Funds.”
Open Public Finances is a modern state institution established by Order No. 18 of the Ministry of Finance of Ukraine on 30 January 2017 to ensure effective support for IT projects related to open public finances.
The E-data platform integrates three key open data portals: Spending.gov.ua, Proifi.gov.ua, and Openbudget.gov.ua, along with other modules for analysing and tracking public finances. Each of these portals is a unique data source, providing information on open public finances, state and local budgets, and projects for Ukraine’s social and economic development supported by international financial organisations.
