Affordable Loans at 5-7-9%: Entrepreneurs have received UAH 58 billion under the state program since the beginning of the year


Since the start of 2025, businesses have attracted more than 19,400 preferential loans totaling approximately UAH 58 billion. Of these, 310 loans totaling more than UAH 1.1 billion were issued last week.

Most often, loans are granted to enterprises operating in the processing industry, agriculture, and wholesale and retail trade. A significant part of them operate in areas of high military risk.

Since the beginning of 2025, businesses have received the most loans under the program in the following areas:

  • UAH 16.3 billion — for the development of the processing industry;
  • UAH 15.4 billion — for investment projects;
  • UAH 14.2 billion — for lending in areas of high military risk.

In total, since the program's launch in February 2020, businesses have leveraged more than 123,800 loans totaling approximately UAH 424 billion, of which 89,000 loans totaling UAH 334 billion have been issued since the start of martial law.

The largest volumes of lending under the program since its launch have been in the city of Kyiv and Lviv, Dnipropetrovsk, Kyiv, Kharkiv, and Odesa regions. Forty-six authorized banks are participating in the program.

Background information

The Affordable Loans at 5-7-9% program is part of the Made in Ukraine policy for the development of Ukrainian manufacturers and is aimed at stimulating micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensation or state guarantees.

The program is implemented through the Entrepreneurship Development Fund and authorized banks.
