Today, at the initiative of the EU Representative in Ukraine, Mr. Martin Klaucke, an online meeting was held with the participation of the Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov.
During the meeting, the draft Law of Ukraine "On Amendments to the Law of Ukraine "On Civil Service" (3491) was discussed.
"It was this one regulating the selection of civil servants. During the quarantine, appointments were made out of competition, through a selection procedure. However, President Volodymyr Zelenskyy vetoed the bill and proposed excluding Article 87-1, which allows for the dismissal of category A civil servants during 4 months after the appointment of heads of relevant bodies," said the Minister of the Cabinet of Ministers of Ukraine.
Mr. Klaucke voiced concerns that the bill had been voted, especially considering that its provisions included the conditions for providing Ukraine with EU macro-financial assistance.
"I would like to emphasize once again that this selection procedure was planned solely as a temporary lever to ensure the smooth operation of government agencies. This mechanism was directly linked to quarantine, which is expected to end in May 2020," said Oleh Nemchinov.
Simultaneously with the selection procedure, the development of 2 strategies for the resumption of the tender procedure started. The first concerned the improvement of the Law of Ukraine "On Civil Service" and preparation for tenders under quarantine terms. In particular, the positions of Bill 3491 may be reflected in Bill 3748, which is planned to be submitted to the Verkhovna Rada of Ukraine in late August.
In conclusion, the EU representative said that the European side supports the proposed strategy and is ready to provide practical support in resuming competitions for civil service positions.
