Minister of Finance Sergii Marchenko met with Italy's Special Envoy for the Reconstruction of Ukraine Davide La Cecilia

Minister of Finance of Ukraine Sergii Marchenko held a meeting with Davide La Cecilia, Special Envoy for the Reconstruction of Ukraine of the Ministry of Foreign Affairs and International Cooperation of the Italian Republic. Deputy Minister of Finance of Ukraine Olga Zykova, also participated in the meeting.

The parties discussed key priorities for financial cooperation, preparations for next year's state budget, and the practical implementation of joint projects and bilateral agreements.

Sergii Marchenko thanked the Government of Italy for the consistent position of Italian partners within the European Union on the implementation of the Ukraine Facility, the Ukraine Support Loan, and the ERA mechanisms.

“We appreciate Italy’s comprehensive assistance in countering the challenges of the full-scale war. Our focus is on maintaining macro-financial stability, preparing the budget process, and attracting investments for reconstruction. We count on further close coordination with Italian partners to achieve joint results,” noted Sergii Marchenko.

During the meeting, the parties paid special attention to reconstruction mechanisms and resource mobilization through World Bank Group initiatives. In particular, they discussed opportunities for partners to join the World Bank's Special Program for Ukraine Recovery (SPUR 2.0), which makes it possible to efficiently mobilize additional financing through the multiplier effect of donor guarantees.

A separate block of negotiations focused on meeting critical needs and financing the security and defense sector, as well as coordinating efforts at the bilateral level to ensure the sustainable functioning of public finances.

In addition, the participants discussed progress in preparing a bilateral intergovernmental grant agreement totalling EUR 50 million. The document provides for channelling non-repayable aid towards the procurement of necessary equipment for the healthcare and infrastructure sectors, thereby contributing to increased resilience in Ukraine's regions.
