Ministry of Economy, Environment and Agriculture of Ukraine and Google discuss partnership in digital transformation and artificial intelligence development, as well as citizen safety and business support

Minister of Economy, Environment and Agriculture of Ukraine Oleksii Sobolev held a meeting with a delegation from Google, with the participation of Deputy Ministers Oleksandr Tsybort and Ihor Bezkaravainy.

During the meeting, the parties discussed the following topics:

• Public services. Further development of the eDozvil state electronic permit system featuring an artificial intelligence module for preliminary verification of documents in applications, operating on the basis of Gemma technology. Also, the preparation of a unified digital ecosystem for the labour market, in which the AI module will assist employers and job seekers in their search, and the state in its analysis of the labour market.
• Citizen safety. The possibility of integrating the national GRIT platform (state service for mine hazard warnings) with Google Maps and Waze to create safe routes in de-occupied regions without disclosing sensitive information.
• Computing infrastructure. Creating favourable conditions for the development of artificial intelligence and high-performance computing (AI/HPC) infrastructure in Ukraine, in particular by attracting investment in generating capacity (nuclear energy, small modular reactors, renewable sources with storage) and the development of data centres.
• Business training. Joint programs on digital and entrepreneurial skills for small and medium-sized businesses, with a focus on veterans, internally displaced persons, and women entrepreneurs (starting in October 2025).
• Agrotechnology. Use of artificial intelligence tools to optimize irrigation as a means of improving soil fertility and food security. Oleksii Sobolev emphasized that digital solutions should bring fast benefits to people and businesses: "Artificial intelligence and new technologies are changing the economy faster than any previous innovations.

For Ukraine, this is a chance to build its solutions together with global partners. We focus on practical things — from convenient electronic services to secure routing in de-occupied. communities, and promoting projects that strengthen the economy and the security of citizens."

Deputy Minister of Digital Transformation Oleksandr Tsybort noted: "The artificial intelligence module in eDozvil is already helping to reduce errors in applications and speed up processing. The next step is a unified digital ecosystem for the labor market, OBRII, designed to provide people with personalized tips on training and employment with default protection of personal data."

Google representatives emphasized their readiness to develop initiatives that combine digital innovation and social support: “Our priority is useful and secure services, training entrepreneurs, and supporting communities, including veterans, IDPs, and women entrepreneurs,” the delegation members said.
