Ministry of Finance: Entrepreneurs received 530 affordable loans worth UAH 2.7 billion under the 5-7-9% programme last week

Last week, under the Government’s Affordable Loans at 5-7-9% programme, representatives of micro-, small, and medium-sized enterprises received 530 preferential loans from authorised banks totalling UAH 2.7 billion, including 289 loans worth UAH 0.8 billion from banks in the state sector of the economy.

Since the beginning of 2025, entrepreneurs have received 28,187 loans under the 5-7-9 programme totalling UAH 84.4 billion, of which 20,017 loans worth UAH 46.1 billion were from banks in the state sector.

During the period of martial law in Ukraine, 97,822 loans totalling UAH 360.8 billion have been issued (including 71,411 loans worth UAH 182.6 billion from state-sector banks), of which, as of 22 December of the current year:

  • UAH 54.57 billion – for investment purposes;
  • UAH 80.15 billion – for working capital financing;
  • UAH 48.90 billion – loans for agricultural producers;
  • UAH 53.30 billion – for agricultural product processing;
  • UAH 3.75 billion – for energy service financing;
  • UAH 56.84 billion – for anti-war purposes;
  • UAH 51.36 billion – lending in areas of high military risk.

In total, since the programme’s launch, 132,644 loan agreements have been signed for UAH 450.5 billion, of which 91,887 agreements worth UAH 209.2 billion were with state-sector banks.

The programme is implemented by the Business Development Fund (BDF), whose sole participant is the Government of Ukraine represented by the Ministry of Finance, which coordinates all key aspects of the Fund’s activities.

Under the Affordable Loans at 5-7-9% programme, the BDF has concluded cooperation agreements with 47 banks. The State continues to make all necessary compensatory payments to businesses under the loan agreements concluded within the programme.

The state programme is aimed at developing entrepreneurship by providing access to affordable financing, as well as promoting job creation, economic accessibility, and support for businesses during the war.
